Intensive construction of major projects, energy and transportation fields become the focus

Accelerating the construction of major projects is an important support for expanding domestic demand and stabilizing the economic market, and is a key measure to optimize the supply structure and promote high-quality development. By the middle of the year, a number of major projects have started intensively, and the energy and transportation fields have become the main event. More projects are expected to be launched in the second half of the year.

On July 1st, the second batch of the first energy storage demonstration projects in Shandong – Huadian Laicheng 101 MW/206 MWh energy storage power station started construction, with a total investment of about 450 million yuan, and a single charge of 206 MWh of electricity, enough to meet the electricity demand of about 1,000 households for a month.

After the project is put into operation, it will be included in the unified dispatching management of Shandong Power Grid. It will mainly participate in the province’s power assistance, power grid peak regulation, energy storage capacity leasing and other services. It can consume about 100 million kWh of new energy annually, reducing The coal consumption is about 31,000 tons, which provides strong support for the stable operation of the power system and the improvement of the comprehensive utilization rate of new energy resources.

On the same day, the third batch of 942 major projects in Anhui Province in 2022 will start construction, with a total investment of 667.5 billion yuan and an annual planned investment of 115.7 billion yuan, involving 12 industries such as strategic emerging industries, infrastructure, and social undertakings.

Since the beginning of this year, in the face of the triple pressure of the impact of the epidemic and “shrinking demand, supply shock, and weakening expectations”, my country’s major projects have been in full swing, and energy, transportation and other projects have become the main force, in order to stabilize the economic market and improve comprehensive competition. power and safeguard national security.

On July 1, the Baihetan-Jiangsu ±800kV UHVDC transmission project was completed and put into operation, which is the strategic artery of my country’s “West-East Power Transmission” project and the world’s first hybrid cascaded UHVDC project. It is the first time in the world to develop a “conventional DC + flexible DC” hybrid cascaded UHVDC transmission technology, which integrates the advantages of large capacity, long distance, low loss, flexible control, and strong system support for UHVDC transmission. Demonstration Leading is important.

It is understood that the total investment of this project is 30.7 billion yuan, which can drive about 100 billion yuan of investment in power supply and other related industries, and increase more than 20,000 jobs. It will effectively serve the development and utilization of hydropower in Southwest China, and ensure the safe and reliable supply of electricity in Jiangsu. Promote the coordinated development of regional economy.

On the morning of June 30, dozens of cars that had been waiting for a long time left the Yuli section of the S254 highway in Xinjiang, and the Yuli-Qiemo desert road was officially opened to traffic. . So far, the total mileage of highways in my country passing through the world’s second largest mobile desert has exceeded 1,200 kilometers.

Compared to the first two roads through the desert, this road is more difficult to build. Its terrain conditions are rare in the country. After passing through the dense and tall sand mountains in the eastern part of the desert, a total of 32 tall sand mountains were dug and 28 depressions between the hills were filled, and the largest sand mountain took nearly half a year.

In the face of the desert ravaged by wind and sand, the builders adopted the sand protection project of “grass grid + sand blocking barrier”, which was promoted simultaneously with road construction. 58 million square meters of grass grid and more than 900 kilometers were laid on both sides of the road. The sand blocking barrier blocks the wind and sand, effectively preventing the road from being buried by the wind and sand.

It can be seen that behind the successful completion of each major project is the all-round joint force of scientific research, industry, capital, and talents, and it is the crystallization of “Chinese wisdom” and “Chinese plan”.

“In the short term, strengthening the construction of major projects is conducive to fully stimulating domestic demand and stimulating economic growth momentum. In the long run, promoting the construction of major projects is also of great significance for accelerating my country’s industrial transformation and strengthening national security.” Fan Ruoying, a researcher at the Bank of China Research Institute say.

At present, China’s economy is at a critical moment of overcoming difficulties and climbing the slopes. How will the major projects in the second half of the year continue to take the lead?

Recently, the National Development and Reform Commission held a meeting requesting that the construction of major projects should be vigorously, orderly and effectively promoted, and effective investment should be actively expanded. Further refine the list of projects, implement policies by category, and accelerate the implementation of 102 major projects in the 14th Five-Year Plan.

In the midsummer season, Linzhi in the “Snowy Jiangnan” is full of lush greenery. In the Sejila Mountain Tunnel beside the Niyang River, with the rotation of the cutter head of the TBM shield machine, a huge roar resounded through the clouds. The “steel dragon” is rapidly excavating deep into the tunnel, and the construction of the Sichuan-Tibet railway is in full swing.

On June 28, the first tank of concrete was poured in the nuclear island reactor of Unit 3 of China Nuclear Power Sanmen Nuclear Power Plant, a subsidiary of China National Nuclear Corporation, marking the official start of the second phase of the Sanmen Nuclear Power Plant. After the two units of the second phase project are completed and put into operation, the total installed capacity of Sanmen nuclear power plant will reach 5 million kilowatts, and the annual power generation can reach 40 billion kilowatt-hours, which is equivalent to an annual emission reduction of 30 million tons of carbon dioxide.

Taking into account both “national major events” and “key trivial matters”, major engineering projects are constructed with high quality and promoted with high standards, and more projects will be implemented in the future.

The executive meeting of the State Council held on June 29 emphasized that my country’s transportation development has made remarkable achievements, but the per capita density of the transportation network is still low. It is necessary to increase investment in making up for shortcomings, increase employment and consumption, and enhance the ability to support economic and social development. During the year, a batch of projects to connect national expressways, smooth bottleneck sections of inter-provincial highways, build inland waterway channels, and improve port functions will be started.

Fan Ruoying suggested that the construction content and spatial layout of infrastructure projects should be reasonably arranged according to the actual industrial conditions in different regions, and the scale, rhythm and structure of investment should be well balanced. At the same time, flexibly arrange the financing model to solve the difficulty of project fund supply.
