Shanghai: By 2025, the scale of green and low-carbon industries will exceed 500 billion yuan
Latest News: The Shanghai government website announced on July 8 that the “Shanghai Action Plan for Aiming at New Tracks to Promote the Development of Green and Low-Carbon Industries (2022-2025)” was recently issued. By 2025, the scale of Shanghai’s green and low-carbon industries will exceed 500 billion yuan, basically forming a development pattern of two hundred billion, five ten billion, and several billion-level industrial clusters.
Focusing on hydrogen energy, high-end energy equipment, low-carbon metallurgy, green materials, energy conservation and environmental protection, carbon capture, utilization and storage (CCUS) and other fields, Shanghai strives to build 5 characteristic industrial parks and accelerate the cultivation of several characteristic parks or boutique micro-parks . Promote the “Ten Hundred Thousands” project, cultivate more than 10 green and low-carbon leading enterprises, more than 100 core enterprises and more than 1,000 characteristic enterprises, and create more than 200 green manufacturing demonstration units.
The “Plan” proposes to support enterprises to continue to carry out low-carbon/zero-carbon/negative-carbon basic research, increase innovation in disruptive production processes and alternative products, and carry out diversified power conversion, artificial photosynthesis, transformative carbon dioxide utilization, and non-carbon dioxide greenhouses. Research on technologies such as gas emission reduction. The petrochemical and chemical industry strengthens the recovery of process waste heat, pressure recovery and energy cascade utilization.
In terms of hydrogen energy industry, Shanghai will support multi-scenario and multi-field commercial demonstration applications such as fuel cell heavy trucks, buses, and cold chain logistics vehicles, and drive the development of upstream industrial chains such as fuel cell systems and core components. Make full use of industrial by-product hydrogen resources to build major hydrogen supply bases in Jinshan and Baoshan; build industrial practice areas in Lingang, Jiading and Qingpu to enrich application scenarios; carry out megawatt-level wind power, photovoltaic and other new energy electrolysis water hydrogen production integration and Demonstration of application, and pilot projects of “ammonia-hydrogen” green energy application. Make breakthroughs in key technologies such as high-efficiency hydrogen fuel cell systems, long-life stacks, membrane electrodes, and proton exchange membranes. Promote the application of multiple storage and transportation technologies such as high-pressure hydrogen supply and hydrogenation equipment and 70 MPa hydrogen storage bottles.
In terms of green materials, Shanghai will promote the mass production of low-cost large tow carbon fibers, breakthroughs in the industrialization of high-strength and high-modulus carbon fibers above T800, tackling key problems in carbon fiber resin technology, and explore the application of carbon fibers in new carbon core energy-saving wires, hydrogen storage containers and other fields. Promote high-temperature superconducting cables and support the application of high-temperature superconducting technology in nuclear fusion and other fields. Carry out research and application of photocatalysis in pollution control and other fields. Develop low-carbon chemical industry, and promote the application and demonstration of natural gas and carbon dioxide to prepare synthesis gas and light hydrocarbon cracking technology.
In terms of carbon capture and application, Shanghai promotes the application of a new generation of phase-change carbon dioxide capture technology, breaks through key indicators such as solvent loss and regeneration heat consumption, and reduces capture costs. Accelerate the research on carbon dioxide biological, chemical, material, mineralization and other conversion technologies, promote the industrialization of high-value chemicals such as carbon dioxide to carbon nanotubes, and carry out 10,000-ton carbon dioxide capture and methanol production demonstrations. Promote the expansion of carbon capture, utilization and storage (CCUS) application scenarios to other industries such as chemical industry and steel, and accelerate the integration and development of technologies such as energy storage and hydrogen energy.
Shanghai will accelerate the construction of “Green and Low-Carbon Demonstration Park in Shanghai Chemical Industry Zone” with low-carbon hydrogen source + new materials as the core. In the Shanghai Chemical Industry Park, a diversified hydrogen source supply model is formed, the utilization of by-product hydrogen is increased, the biogas hydrogen production is carried out, and the electrolysis of wind energy and other renewable energy sources is explored for hydrogen production. Focusing on building Shanghai International Chemical New Materials Innovation Center, accelerate the incubation and application of lightweight and high-strength materials, new energy materials, hydrogen storage and transportation materials, fuel cell materials, and carbon dioxide recycling technologies. Promote the application of natural gas and light hydrocarbons instead of coal and petroleum-based chemical raw materials, and encourage enterprises to increase the proportion of bio-based and waste-based raw materials.
